It seems Hillary lost because people saw the fundraising she had with the Democratic Party as not raising much additional contribution for the Democratic cause for Clinton. They thought Clinton's $15 donation had very minor (?) impact since the Clintons are well to the left of a Democrat like Bob Dole (remember to keep in mind it was in 1998 for all I was told).
